My motor is leaking pretty badly. It still runs but there is no way i can pass emissions and its performing way under spec. I would rather get a new JDM motor than rebuilding it since it would be its 2nd rebuild. I don't know if this is the place to ask so sorry in advance. If not, then please direct me to somewhere appropriate.

Why do you want JDM? The only difference between that and one made for the American market is the lack of emission componets.

They are both made at the same plant in Hiroshima. Also you say your engine is leaking? It's Leaking what? Anyway if you are looking to buy a reman engine (as close to new as your going to get) Then call Ray Crowe at Malloy Mazda. They have the best pricing with the most new parts in the engines. 703-643-2936

Ask for Mazda parts then ask to speak with Ray.
