ACV in working condition for 81 rx7 12a

I am in dire need of this part ASAP. My car won't pass smog and this is the only thing preventing me from getting registration. If you can help me, it would be much appreciated. My current acv doesn't work.

I'm not sure there was any ACV on 12a...
