motor just rebuilt, wont start

i just rebuilt my motor and its back in the car.
tried to start it all yesterday, but it just kept flooding,
i did a compression check and both rotors average 100psi
i did get it to start today, by crimping the feed fuel line and had my friend running propane into the intake manifold, and once it started to just run he un-crimped the fuel line and i brought it to life, but i wouldnt hold an idle, i had to keep it at 2krpm to keep it alive,
any advice as to why its flooding terribly on start up and wont hold an idle?
