Safety wise, there is no "best" place to put the BOV. The air will vent the same regardless of where it's placed.
Performance wise, the reason that racecars have the BOV close to the TB is to keep the flow up in the charge piping. If it's mounted close to the turbo, all the air after that point will, as was said before, back up when the throttle is closed, then have to start moving again when you crack it open. When mounted closer to the TB, the air before the BOV will maintain it's speed better. This figures out to probably save a few hundredths per lap, so put it anywhere, you'll never feel the difference.
My personal preference is to put it anywhere after the intercooler, the reasoning being that lower operating temps will prolong it's life.
