In a traditional Roots blower installation, you would have 1 or more carbs mounted atop the supercharger. The blower draws air from the carbs and pressurizes it into the engine.
Roots supercharger kits for fuel injected engines relocate the throttle body to the supercharger inlet so as to maintain the draw through configuration.
A turbo on the other hand can be installed before the carb (or throttle body) in a blow-through configuration, or after it (draw through). The blow through configuration is more popular.

twincharging would be the way to go ...
Means -> Supercharger blows into turbo, NOT ENGINE!!!!!
They used to do that on the 4AG engines, ( old MR2 and Corolla )
From waht i heard, they get about 280 RWHP and NO LAG, the response from a supercharger , but the power from a turbo. thats what i would try to do

Heres's a pic of a standard roots blower that would go on a V8:

You can see where the carbs go. The HP TV guys may have been sniffing
exhaust fumes again.
As for the Twin Charger - I thought they sort of had the turbo and the Roots
in parallel, with some sort of reed valve mechanism or the like so the
turbo could take over when it wound up. Must be a plumbing nightmare.
Might be more practical with a Lysholm from a Millenia S. I recall
those being rather small, with geared up, high speed rotors.
