I think the importers spread it so that they can make it seems like all the motors and stuff they sell have no miles on them.

Yes, there are strict inspections. But no, there aren't any mileage(or kilometer) limits. There ya go, they obviously don't know anything cuz they referred to it in 'miles'

This is sort of like asking for some proof when some idiot is saying that in Patagonia it is the law to fill up your trunk with day old bagels on Wayne Newtons birthday. This has as much proof as the BS tales of Japanese car inspections/laws/regulations. All you can hope to find is the website for the Japanese equivilent of the Department of Transportation. You aren't going to find any written proof (especially in English) to refute this claim. If you do find some, don't expect Babelfish or any other "translator" to convert the site to something in English that'll help.

Mmmmmmmm......day old bagels...

Yes that guy is full of ****...they do have a very strict inspection every couple of years depending on you plate number...Ie japan guys the 33 plate or the 300 plate..but those inspection are ment to make sure the car is in good working order...they will not pass you if you fail on test...but you can fix whats wrong an re-do it that day...or sometimes fix it as the guy is right there if its minor like head lights not on line...it pays to know how to do the inspection...where I was you could do it yourself with a guy looking over your shoulder to make sure you don't skip anything. and it was cheaper to...I've seen how that rumor can start...I and another guy (new in japan) had to JCI our cars on the same day so I showed him where the office was he failed the lug nuts check and the lights check and one other easy around the corner fix...me I failed the head light..he got pissed and left before I could tell him that It was alright just adjust whats fucked and re test....he junked the car thinking it was crap.
