Or look around on ebay, I have seen one before but it wasn't registered.. You could just get the dash and stuff and swap over an american one..

It is not easy. A car needs to either go through an ICI who can modify it to meet US specs, be a 'racing' vehicle(very difficult to prove), or you need to get a letter from Mazda of Japan to state that the car meets US specs, or can be easily modified to meet the specs, and give that to Mazda of America, so they can write another letter for the DOT and EPA. If you have enough time, I'm sure it can be done. The cheapest is the last, but it's going to take some determination and time.
