A stong degreaser mixed with some muratic acid, and a stiff bristeled wheel brush 5% should be strong enough, just don't let the wheels dry without thoroughly rinsing the wheel first. Once they are cleaned to your liking, put a good coat of wax on the wheels it makes the next cleaning a breeze.

let the porters at the dealer clean them or ask them for some wheel cleaner
good stuff, we used it all the time when i was detailing out at the car dealership.. caution: if you let an acid based mixture dry or you'll end up with spots all over your wheels. |
fast orange makes a cleaner strong enough to tarnish my freshly polished rims after a couple of sprays

ZEP works really well.

I use Simple green, I have heard people say that stuff will take the paint off. I never had that problem.
