99 front end plate holder removal?

I have the 99 front end about to be put on and want to have the hideous plate holder removed. The bumper is at a very reputable body shop right now that does alot of custom work. What needs to be done is the plate holder has to be

cut out and the resulting hole needs to be filled by welding in a piece of material. They are having trouble finding a suitable material that will hold up and not crack. Another concern is warpage over time which could leave a "halo" where the plate holder used to be. Specifically they need to know what product name works the best with this bumper plastic. If anyone has had this done could you please contact me?

Fiberglass sticks to just about anything, but you have to make sure you don't work with it in cold temperatures.
