I thought they did that just because of graffiti. Didn't know huffing was so bad that they only sell paint to "adults." I mean, can't a kid just go get some whip cream? There's more than one way to have fun with that.

in new york they dont sell spray paint to minors to prevent graffiti, not huffing. In new york now they are actually required to keep it inside locked cages, whoever wants spray paint has to get the manager, be IDed then walk with the manager to the spray paint cage and say which can they want. its rather ghey.
im guessing that might be why they wont sell it there, less likely huffing, more likely graffiti.

no, they ARE inhaling it, there was a whole thing on 20/20 about it a few years ago
no one really does graffiti anymore
in case you have not noticed you are limited to one per customer of cold and allergy medicines now as well
