shouldnt these private docks have a gate..rope or something to indicate that no entry is allowed....

Gate is open from 7 to 7 after that you have to have a code. But there are dock people here during the day, they just don't come over to our area (which is fine I like that). I can't really bitch at them because we hang out with them all the time (go over to their house, etc..) but in the same respect I can pretty much get away with anything.

wouldve thought the dogs growlin wouldve been enough to get him to move without you having to step in...

Yea so would I, but apparently it didn't bother him. I've got to assume he heard them, if I weren't home they would have been barking their heads off.
