I would imagine photoshop. I didn't do it though just thought it was great!

I had this sent to me right after the war started in Iraq, it was a Pakistani anti-war demonstration, and they had the signs out for about an hour until somebody translated it right for them according to the e-mail I received on it. Still pretty funny.
