Think about it, bread is easy to make. Mash up some grain, make a dough, bake. Add sugar, and you've almost got a cake.
But pie uses a sort of pastry, for crust and topping. You also have to have some sort of yummy fruit, which wasn't always available to people, in addition to sugar.
