It's fine, that isn't what I would consider abuse, just that lately people have been uploading the same pics over and over again, we have went from a 40 meg uploads directory to a 223 meg upload directory LOL and honestly hard drive space is no real issue at this point so I am not worried about it. It is just a good idea to have it known that the uploads will occassionally be purged.
