I'm pretty sure it's a Southern thing. Pretty much you boil it in salty water, and you can add in whatever spices (usually just salt, or people add hot peppers). The peanuts soak in the yumminess, the shell stays firm (not crunchy) but the nut inside is soft, if done right. The nut has the consistency of, I dunno, a baked potato I guess.
They're usually sold on the side of the road. Around here, if we we take the 30 min. drive to the coast, we might pass 3 boiled peanut stands. Sometimes sign will say something like "BOLD P-NUTS". They usually come in a styrofoam cup or a plastic bag, and it's great to eat on the road (tossing the shells out the window).
