The messed up part is they think it will attract tourists... I think anything with the word "goat" in it is bad for tourism.

Shoes are optional... with something like that you know this is a classy town. The term "Mystic Goat Race" also makes me think of bands of gypises. If this is the case I wouldn't go there mostly because I wouldn't want to be pick pocketed.
