Get a program that does it, then press F1 and type "image resizing" and see how it tells ya

open image in ms paint



click image > stretch skew



resize to what you want



easier with photochop, but attainable with paint

grab the image resizer tool



it lets you resize images with a right click

Another good program is "Irfan View" Makes it stupid simple, and its a 5 second download.
