you said it... the guys girl is 16....thats nasty alone..now hes trying to tag another under age girl....hell I'd just report the dude for having an underage girl that hes been jumping on. then sit back and watch the **** storm..

I'm just going to throw in my 2 cents before this thread turns deteriorates completely...
If you care about this girl as much as you do, you have to realize something, and you need to inform her of it before you go through with anything. If this guy got her down enough to make her cry, she's going to have a very difficult time with the kinds of questions the authorities will be asking her. They tend to grill and interrogate the victim more so than the offender. It's a lot of stress. And that sort of violation is tough to be able to talk through, or think clearly when it's weighing on a mind.
I know these reasons, along with a few others, have kept me from going to law enforcement. While you've realized that an ***-kicking isn't the best way to go, it's the best natural reaction if you look out for this girl. I think it's awesome you are willing to fight for her. I know my "big-brother" best friend has threatened violence to many degrees if I ever release a name to him. Just keep it under control, and keep each other's best of interest at mind...
