I've met a dozen chicks over the last few months, it's really as easy as just walking up to them and saying hi, introducing yourself and asking for their number. Chances are they'll say no, or give you a bogus number or something, so start going to areas that you're not normally around so you don't have to see them every day if they reject you. My success rate is probably 40-50%. But hell, even at 10% you're not that bad off - one for every ten you talk to. Ask them if they want to party or go to a club or something, then ask for their number so you can get together sometime.
