Sorry Charlie, I have a whole engineering floor of CAD Operators, they cant DESIGN worth a ****! Just because you can draw a pretty picture doesnt mean it can be built. I am CONSTANTLY kicking back designs to the design offices because they were created by some person who knows how to operate a CAD Program (Usually AUTO-CRAP) but doesnt know JACK about layout or design, and their drawing presentation skills are severely lacking. Just the other day I was looking at a drawing for a Steel Frame for a Support, where the CADD OPERATOR had dimensioned the inside radius of the 4" x4" tube steel. Dang knucklehead got offended when I told him the dimension was not required or needed. Another example: Calling out dimensions to the 1/100th of a mm for a plant layout drawing.

just as you stated.. because they are operators..
there are cad designers specific to a discipline.. most of which are engineers by trade..
