Body shops seem to charge more knowing it's an insurance job. If you ask them the cash price it can be different. Seems that knowing an insurance company is dishing out the cash they pad your bill a tad for their profit. I know when I was getting quotes for some paintless dent repairing I was basically given the 'insurance quote' and the 'cash quote'
I'm pretty sure a stock bumper from the factory comes primered so all you need is to clean it and spray it...

stock OEM bumper usually doesnt come primered.
I like to stick them in the booth on bake to pre-age them sort of
before paint, those new bumpers can be a bitch to get
paint to stick to them sometimes, and then bake them after paint.
I could always get one locally, paint it and ship it to you.
Use base with Imron clear so its chip and crack resistant.

was that $204 list? That means it should be 20% off, or about $160
unless they were giving you the bumper at cost. $204 sounds cheap
for a OEM bumper, was that for a aftermarket bumper??
give me the cars info, now you give them the paint code as
well as the VIN#, sometimes they change the paint formulas
midway thru production.

pay what thier computer tells them to pay, and thats it.
When a adjuster comes to look at the car, he puts the vehicle info
in and the work needed, so a front bumper replacement is
a straight forward thing and the insurance will only pay what they
want to pay. Labor is usually only $35-$38 a hour, and they have the time
to remove and overhaul the cover in thier estimate program in the computer, they all use the same program so its all the same, they know it will take for example 2 hours and so thats all they will pay.
Cash talks a bit stronger.
