That's what it was before he took over.
If nothing else, Cuba would be a very nearby source of well educated workers. Surprisingly, Cuba's education system is supposed to be very good despite not having much money.

The govornment can't even build a dirt levee much less a wall that takes structural engineering . Maybe thats what they really want.That way the illegals can ride the river over the wall as it succumbs to high water.Hey practice make perfect!
