You are aware that under each ammendment there are about 70 pages of annotations guaranteeing other rights?

Now I will have to clarify with a lawyer later, but it is my understanding that the Annotations are added as necessary to "clarify" the intent of the Ammendment.

No



Ammendments have been changed and added and what not. For example the 26th ammendment lowered the voting age to 18. You cannot change the constitution, so they ammended it to 18.



Like I said before don't quote me on why or how the "Annotations" were put there, but it is my understanding that they are added to clarify the intent of the original ammendment.

but if they weren't written by the writers of the constitution how do they know the intent of it?

That is what the courts are for, to interpret the intent. That is how our system works, that is why lawyers and judges exist.
