How to win:

I started by taking 2 pearls from the last row of 3.

He takes 1 from the middle row.

I then take 3 from the first row leaving this:

@@

He always takes one from the middle row leaving.

@

@@

@@

I take the single pearl leaving him with two rows of 2 which he cannot win.
