There shoould be a law :

IF YOU DIDN'T HAVE/WEREN'T ELIGIBLE FOR A DRIVER'S LICENSE IN 1993, YOU ARE FORBIDDEN FROM DRIVING/OWNING A FD!

This should help protect the remaining FD's from ABUSE!
