Religion is a great business to be in.As a matter fact as of right now I am breaking away from the Phinsup church and am going to start a "slightly different" varient . Each donation will get you "more salvation"

and you get a salvation degree wheel which calculates your amount and your current status.

to be a relegion you have to have members. There is no specific number needed. But it has to be reconized by someone as a legitamite religion. Thats where you'll lose the battle. It is possible but the gains aren' t worth the hassle. Prisoners try to make up religions so that they get to eat steak and drink wine but it never works because for them it has to be a regonized relegion outside of prison. but yep.

I think as long as you are ordained minister and have 5 board members with a max of 2 of them being releated you can be considered a religion.
