Your idea, in theory, might work. Snapping the throttle closed quickly could cause a build up of gas, less air, out the tail pipe and weeeee flames.
I doubt it'll cause a car that wasn't spitting gas out the pipes to start with to light up but what the heck it can't hurt.
No I don't see the need for flames myself but whatever trips your trigger, it's your gas you're paying for
