Refugee = it wasn't war, political oppression or religious prosecution. They are not refugees.







evacuee = A person evacuated from a dangerous area.



There is nothing in the definition of evacuee to indicate it is PRIOR to a disaster If anything it would indicate more of after the area has turned dangerous.
