Whats the maximum boost you can get out of the stock sequntial turbo set-up?

I run 15 spi.

If you want more boost then add a down pipe, intake and a catback. You will get more boost.

Manual Boost controller... Didn't someone make 400 rwhp at 20 psi on stock twins?

Basically I'm tryin to by a FD , one that I saw has a hks to4r and the other is in better condition and has stock turboes pushing 305 rwhp. The one with hks needs some interior work and maybe a paint job the other in very good condtion. Any advice on what sounds better would be nice.

with an upgraded intercooler and enough fuel, you can max out the stock twins efficiency at 1 bar. above that (with the pre-mentioned items) and your twins might start spewing oil and not working so well after awhile of 15+psi boosting

john duarte did, but im pretty sure he was only running 18lbs

I would go for the Stock turbos rx-7 ... I have a feeling it would have gone through less abuse than the To4r... from ur post it seems like it too....and if u have not yet kept an fd then u need to try it out with the twins for a while and then upgrade to a single if u want to....
