secondary fuel rail fitment

I'm installing a secondary fuel rail to fit the 1600 cc injectors i got and i cant make a block off plate for the acv thin enough to clear the fuel rail. there is not even enough room for a bolt head to fit between the fuel rail and the lim. any suggestions before i weld a plate over the acv opening?
