I dont get it? why even waste time thinking about this, is there something wrong with the stock pedal assembly that this could improve.

i think i heard someone say that placing the pedal set up from the floor creates a lower center of gravity or something like that for the pedals or something

When that's all the room you have, you tend to rest your foot behind the clutch pedal. The only advantage of having pedals mounted like that is that the pivot point is closer to your ankle, so you have better feel from the pedals.
