i agree with the 'practice' part. getting your launch down is one of the best things you can do.
parts-wise: full exhaust, ECU, intake, and if you have your launch down really really good, you should hit high 12s, IMO.
intake, IC, and fuel mods would definitely be in the 12s.

I'd learn the car first. Chances are you will start breaking parts before you start breaking into 12's.
P.S. check your toe links trailing arms and rear bushings.

yea driving skills can seperate a 12 second run from a 13, what would u say is a good trap speed that can get 12's so long as u can pull off a decent 60, like 105? i dont know i raced once ran a 12.2@109 but that was with bald tires and a 2.6 60'. (mods were intake/dp/ecu/99spec turbos)
get ur reliability mods on, like apex said, and a nice set of tires, with a good launch u should hit 12's

Lots of good advice here, but the first thing to buy is a set of spare wheels and a set of Mickey Thompson ET streets.
Then get a cat-back and for my money nothing is better than the PFS catback.
From that point forward you need a bigger intercooler, a downpipe, and a computer to take advantage of them. An cool-air intake system of some sort is probably useful too, but I think you can make do with the stock airbox. You don't need bigger injectors or a different fuel pump until you are really cranking the power.
Look for used gear unless you have the $ to play. There have not been many real "breakthroughs" in this stuff & there is lots of perfectly useful stuff selling for less than half of the newest stuff.
