Is this fd good to go?

Here is a FD that I'm thinking about buying. I've talked to the guy a couple of times and seems good to go. I've also seen the carfax report and its clean. Just wanted some input from someone more experienced than me to see if it was a good deal. Hes asking $14000. Thanx for helping
Has 97k miles on the chassis and 11k on the new motor. Turbos were also changed the same time.
He says the clutch is slipping a little in first. But he says that its actually a heat shield on the downpipe that is rubbing against the firewall going uphill and on turns

Car has only a few problems: 1. Starter is weak, sometimes takes a few tries2. Passenger door grip is loose3. Still running on a very safe and rich tune by rx7store
But otherwise it has no problems on cold/hot starts (except the starter but thats not engine related), no burning oil or coolant, no smoke, and clean title never been wrecked.

If the car appeals to you, and you can verify ALL claims, it's probably worth it. But he should have receipts for the engine and turbos are difficult to "rebuild"...even professionally. I'd also have a compression check done.
The two things that would reduce value to me personally are the body kit and change of color. Regardless, don't rely on CARFAX and remember the car is now 16 years old. Check it VERY closely for any rust or signs of heavy collision repair. Look beyond that body kit.

Why would the heat shield hit the car when going up hills or during turns? Does he have a broken engine mount? Where is the car located? And 14K for a 93 is kinda steep , especially since most of the mods on it are kinda ricey. Did the car originally have a sunroof or is this "custom" moonroof cut in? I would be extremely cautious about that one...

ok got some answers to some questions i asked.
The turbos are non-sequential so there is no 10-8-10 pattern. Full boost by 4500 rpms but the car has a 9000 rpm redline.The conversion was done legit with block-off plates and solenoid removal.
The car pulls great vacuum around -400mm hg at 950 rpm idle (You can set the idle lower easily, but with such an aggressive streetport it will not be a comfortable idle cold starting anything lower than 800rpm). The car is rust free and never winter driven so no salt damage either.
He said that the noise wasnt the clutch, it was the downpipe rubbing against the heatshield on uphill turns from a stop(i can fix that)
The interior passengerdoor handle is fixed also.

the heatshield still shouldn't be hitting the car during turns unless he has a broken motor mount or something else broken.
