Engine Won't Rev After Rebuild

ok so two years ago i had a turboII (1987) it would rev fine when it was cold, but after warming up it wouldn't rev over 3500 as though it was hitting fuel cut. I ended up getting frustrated with it and sold it before i ever figured out what the problem was. Last night my friend in hawaii asks for my help as he is having the exact same issue with the FD he rebuild. He's not getting any errors from the ecu, it just won't rev. Anyone else have any ideas? The FD is essentially stock. thanks

Ask him if when he gives it enough throttle to boost, if it pops like a biotch, then it sounds like the hose to the MAP sensor isn't connected, or is connected on the wrong nipple. If it isn't that, then ask him if he still has the catalytic converter. If the cat was major hella clogged it could hamper the engine from revving.

If the timing is retarded by 20 - 30 degrees it will do what P-cola FD said, too. Don't ask why I know that. Though with a stock ECU that worked before it might be hard to get the timing wrong.
