99 spec fog light mounting problem

Ok, I have an OEM '99 RX7 bumper skin, and OEM '99 rx7 fog lights. I've modifined the 93 RX7 bumper support to fit the skin. The only problem I'm having is fitting the fog lights. WHAT DO THEY MOUNT TO???

The foglights are made to bolt onto the 99+rebar... I believe you are going to have to custom fit it somehow.
