When the woodruff key is at the 12 o'clock position where should the counterweight be?

PS Proof that oil pan does not need to be removed in order to pull the front cover.

The woodruff key was pulled out when I pulled the main boss pully on the e-shaft. The woodruff key no longer was driving the counterweight which just rotated 90 degrees from where it should have been.

Lesson: Don't remove the main boss pully

Lesson: The woodruff key should be 1/4 to the rear of the e-shaft edge. If it is level or sticking out, you need to pull your front cover and fix it.

Lesson: Front cover CAN be removed without removing the oil pan. Its an urban myth that the oil pan and oil pressure valve must be removed before pulling the front cover.

Lesson: I probably misspelled pulley.

Lesson: Take your time and take pics of everything with a digital cam.
