mar car seems to have a slight hesitation at exactly 4k then revs faster then it did up to 3k. is that the tune or a problem? i have no idea what chip is in it. otherwise i was thinking MAF issue?

see thats the issue previous owner couldnt remember. i guess maybe the best thing i can do is snap pictures of everything under the hood. the odd thing is it doesnt seem to always to do but at 4k on it revs faster which i assume is normal because its getting into its power band,

snap those pics and mine does a strange "burst" most of the time when it hits 5k like its just catching up or something but its not bugging me its just kinda funny because ppl are like what because it gets louder when it happens and they just kinda stare lol

Could this just be something a little off with the 6 port sys opening. Don't they open around this rpm?

The "3800 rpm stumble" is a common issue. One possible cause is grounding, see here (from the FAQs).
