There is a recall on them. You should be able to go to your local Mazda dealer and have them replaced. It took them a couple of weeks to do mine, as they had to order the parts.

mazda will do the recall for free...but like Nemesis said it may take a week or so to get the parts. They had mine done in a few hours once the parts got there.

In the meantime...if you want to retract the "mouse" and cable...sit in your driver seat...look to your left on the pillar by your head. There is a small plastic square that pops off. Inside this is a small allen nut that you can turn to retract the cable. Also, unplug the device next to the allen nut and it won't "try" to move foward and back for the time being...

good luck dude.

Well I just got a call form the dealer today, and they said the installed new motors, but they still dont work. So what could be the problem? I told them not to try to fix it because i didnt want to pay a premium

I believe it's their responsiblity to make them work. This is a safety item that got classified as a lifetime recall by NSHTA. That means that as long as you own the car, Mazda has to fix it at no charge to you.

From www.nhtsa.org:

Make: MAZDA

Model: RX7

Year: 1989

Recall Number: 96V173000

Summary:

THE RAIL OF THE AUTOMATIC SHOULDER BELT CAN WEAR SUFFICIENTLY SUCH THAT THE CABLE WHICH RETRACTS THE BUCKLE ASSEMBLY WILL BECOME JAMMED IN THE RAIL RENDERING THE SHOULDER BELT INOPERATIVE.

Consequence:

IN THE EVENT OF A VEHICLE COLLISION, THE OCCUPANT WOULD NOT BE ADEQUATELY RESTRAINED INCREASING THE RISK OF PERSONAL INJURY.

Remedy:

DEALERS WILL REPLACE INOPERATIVE SHOULDER BELTS. MAZDA HAS EXTENDED THE WARRANTY COVERAGE ON THE DRIVER AND PASSENGER AUTOMATIC SHOULDER BELT RAIL AND MOTOR FOR THE LIFE OF THE VEHICLE.

Notes:

OWNER NOTIFICATION: OWNER NOTIFICATION IS EXPECTED TO BEGIN DURING OCTOBER 1996. NOTE: OWNERS WHO TAKE THEIR VEHICLES TO AN AUTHORIZED DEALER ON AN AGREED UPON SERVICE DATE AND DO NOT RECEIVE THE FREE REMEDY WITHIN A REASONABLE TIME SHOULD CONTACT MAZDA AT 1-800-222-5500. ALSO CONTACT THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION'S AUTO SAFETY HOTLINE AT 1-800-424-9393.

You may have to play hardball to get the dealer to fix it. They may try to create excuses to get out of the free parts and labor they have to shell out, but it's a safety recall so they don't have a choice.

They replaced the sholderbelts and rail, they just dont move because of some bad relay, but I will call that number anyway.

I do warranty claims for the local Mazda dealership here (Australia), and whenever a warranty issue or recall is performed, the dealer must fix it again and again if necessary free of charge.
