You can cut off your old PD and weld a 3/8" NPT male bung onto the end, or you could get an 87-88 TII primary rail, remove the PD, tap that end, and get an adapter to run the new PD.

what "adaptor" would i need if i went the "87-88TII primary rail with this dampener on it" way. im not clear on what the adapor would be for.

The PD in the picture is 3/8" NPT female. You will have to tap the rail with either a 1/4" NPT or 3/8" NPT tap. Then you'll need a male/male union to put the PD on the rail. Don't forget to use teflon tape.
