btw this is the trailing coil, its up by the clutch resivoir-if you had one-

I cant imagine you have a tach problem, it just does what its told, you dig? The problem is in the ignition department. A smoking starter would be a sure sign of that. Not unlike your oil sending wire, this could be loose or broken wires in a number of places, battery, ignition, magnetic switch, and starter...

im guessing the starter wont have anything to do with the tach. could the coil have been damaged while trying to get the car unflooded? i guess im just gonna have to take it to an electrician to get him the check the resistance on that trailing coil. if the coil was weak wouldnt it make it start weak?

If you have a multimeter, you could test the coil, not the igniter, just the coil

Im not positive its the trailing coil, I would look at the magnetic switch, ignition switch to start with.

You can be meticulous and check all the systems; battery, alternator, starter & magnetic switch, leading and trailing coils, ignition switch, and all involved wiring and connections. Also A/T rides have an inhibitor switch but if it's bad I would imagine it wouldn't start at all, (can't say for sure as I dont have experience with A/T RX-7's)
