Get a standard piston compression checker, and remove the schrader (sp?) valve. Next, put it in the leading [(l)eading=(l)ower] spark plug hole and spin away! Look for 3 even bounces, all above 95 or so. Repeat for the other rotor.
Depending on how well it was prepped for storage, it either got wet or has a popped coolant seal. If its a coolant seal, its rebuild time. If I saw rusty water coming out of an engine, I'd probably rebuild it anyway. Sounds like it got nasty.

make sure the compression is good first. might wanna spray some oil in there. iron seals iron rotor = bad....

use MMO if you can, make sure if youre storing an engine you plug it up properly not just pull it and leave it outside lol (i know you didnt do this but you should smack the person who did) might want to check the intake runners and other various openings into the motor for other things like debris, wouldnt want to start a motor with a screw in there or have a ton of dirt dropped in from the intake mani.

marvel mystery oil is a godsend and im not sure where youre at but you can find it at oreileys auto parts and probably any other parts stores although ive read some forum members are noticing it being sold less and less in some areas. it would be in the same area as the oil/fuel additives
