Misfire Help! please

I got an 87 n/a about two months ago that has continuosly been unable to pass smog. I need help so I can get this thing on the roads. I live in California Monterey Bay area. and as U all kno that emissions are strict out here. Well the HC levels are still at 700 even after replacing the catalytic converter and ACV. Well I think I have pinned down the problem to be a misfire. After the engine warms up and goes below 2k rpm there is a misfire that causes the engine to slightly tremble. The Idle is steady besides the misfire that is present. Could this misfire be the reason for my smog issues?? What can I do to fix this problem. I was thinking of trying to set the timing and if that doesn't help my next step would be to get the injectors rebuilt. Am i on the right track?? i appreciate the help.

Check your spark plug wires make sure they aren't reversed or worn. Check the coil packs, test them and make sure they are good, then move on to the expensive stuff.
