I'm not 2nd gen smart, but I think this is bullshit. I remember hearing something about a special "from mazda" edition FC, but it had a weird blue with red and white accents, paint-job.

It says 1 of 12 just bc you havnot ever heard of it doesnt mean it wasnt ever made. Researching is the only way to know, but I doubt it to be true.
sidenote, I would buy the car just to put a motor in to autocross, hell it already has a cage.

And yeah, IROC = International Race Of Champions. It has nothing to do with what brand of car, but that car is BS cause the only import so far to enter it is Toyota I think.
