idel surging please help

I have an 88 convertible that i have done the following to: t2 swap including: medium street port, 3mm apex seals, fd side seals and springs. stock injectors, stock n332 ecu, all emissions and cold start have been deleated. i do have an afr and boost gauge installed.

The problem: car starts fine and revs to 3000, then drops to 1000 and rhythmically bounces to 1500. car revs but has hesitation right about 3800 rpms . have not attempted driving thing yet.

what i have done: plugs wires, checked all vacuum fittings and made sure caps were new and replacd hoses, checked for leaks with propane trick and carb cleaner trick with no notable changes around upper and lower intake man. and the throttle body as best as i can tell with top mount in place.(fmic being mounted in day or two). i have ordered a used tb and tps and am awaiting those items.

Has anyone seen this? could someone save me before banging head into wall?

adjust the tps. i certianly hope you plan on upping your injectors to match the motor.
