There's also a fuse under the hood, either EGI INJ or EGI, I forget which. I pull that to unflood my car.

Ok so i know we went over tis before but when you check it, i know 3 even bounces but what about should they bounce at? or does it matter?

I don't think it really matters if you're just trying to find out of an apex seal is busted, and I'm pretty sure it'll be different based on what engine you have (S4 vs. S5, n/a vs. turbo, etc.), or the mileage on your engine. My good rotor bounced at about 70 psi.

This is probably a stupid question but do i need to check all 4 plugs or just 1 on both sides?

Both plugs on the same housing will get the same compression reading.
