86 Base. MT installed. Do I?

1. Just rebuild the stock brakes add ss lines and HP pads

or

2. Do the 5 Lug conversion, run HP PADS $ SS lines w/ my vert rims on "stickies"

Dunno. Which do you feel like doing:) Personally I would just slap on the SS lines and new pads and see how you like it. If you don't like it than do the next step. You should be able to use the same SS lines and maybe you can sell the pads.

Why not convert to four piston calipers while you're at it? I just need to purchase a T2 master cylinder and booster and I'll be putting them on the GTu.

Not necessarily. Non-turbo models 89-91 came standard with 5 lugs and single piston calipers.
