Is it absolutely necessary to get a FCD with a Stage 2? I know it should be fine if not revved too hard, but what would be the point in having a rotary then 
I think I've just answered my own question, but advice from you guys would be good.

Well...w/out the FCD...you won't be having fun...the ECU cuts fuel past about 8.5psi on the 89+ T2s and at 7.5psi on the older T2s...and w/ a stageII(I'm assuming that means ported) upgrade you'll be able to boost more then the stock levels unless you keep stock intake and exhaust, lol...which I doubt you did or will...FCDs aren't expensive so its not a big deal...hell, I think I might be selling mine when I get the new motor because I'm going haltech...

Do I need a FCD if I change out my exhaust? I running everything stock now, but my first order of business is to upgrade the exhaust. I'm planning on going with a new downpipe, cat, and cat-back. Will the improvement in exhaust flow run my boost up to the factory cut?

With the upgraded exhaust you will need the FCD. The downpipe alone results in at least 1 to 2 more psi..and with the cat and catback your looking closer to running 9/10psi which is more then what the stock ECU had in mind...you'll need the FCD....its not a big deal though, it takes all of two minutes to install one...

Hey, where in Va are you? I'm near Fredericksburg...
..Anyways...the stock fuel system should be "ok" for a while...when you get the exhaust, get an air/fuel guage to see if you run lean or rich...later on you can always purchase the S-AFC to control fuel and you really won't need much. You don't really need to upgrade your fuel until you've done exhaust, intake, and pulleys, etc...I believe the stock fuel setup is good for 250HP....
