He ended up borrowing a friend's Haltech (Microtec? I can't remember which) and just leaning it out far enough to pass....

Do a search on this site. You're bound to find this topic discussed many times. From what I understand, it's not that hard. You will absolutely need a working catalytic converter to pull it off, and if all your factory emissions are intact, that should make it a great deal easier.
