Car Decelerates Too Slow

i got a new problem with my car. normal driving, most of the time when i push in the clutch and let off the gas the idles goes up about 500 rpm then takes about 30 seconds to drop back to idle. the other times when i push the clutch in and slow down like coming up to a light the idle only goes down to about 1250 and then bounces around. between shifts the rpm's go up about 250 then drop down when i let the clutch out (in gear). anyone got any ideas? i'm pretty lost on this one
