Afterburn

Well I'm having a problem I think its called afterburn/popping from the exhaust. It doesn't happen at idle but i guess 1/6 on the gas pedal. sometimes it will run fine but most of the time it would start popping and it would get real hard to drive because i cant get past it. I think its the afc but I dont know how to tune it. Can this problem damage the engine because I wouldn't want to blow my engine.

Well I would think I'm running rich if i have afterburn but then could i be running lean? A guy came out of his house to tell me it sounds like I'm getting to much air and told me that he will call the police because my car was making to much noise!!! 
WTF its 2 in the afternoon
